P\u00ebr demokracit\u00eb e reja, reforma e administrat\u00ebs publike \u00ebsht\u00eb nj\u00eb m\u00ebnyr\u00eb p\u00ebr t\u00eb forcuar institucionet shtet\u00ebrore dhe p\u00ebr t\u00eb krijuar nj\u00eb sh\u00ebrbim civil solid, i cili \u00ebsht\u00eb parakusht p\u00ebr vendime dhe sh\u00ebrbime publike cil\u00ebsore.\u00a0 P\u00ebrcjellja dhe zbatimi adekuat i konsultimeve nd\u00ebrsektoriale dhe nd\u00ebr-qeveritare me q\u00ebllim t\u00eb rritjes s\u00eb nivelit t\u00eb transparenc\u00ebs ndikon direkt n\u00eb p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb vendimeve duke sjell\u00eb n\u00eb diskutim ekspertiz\u00ebn e duhur, k\u00ebndv\u00ebshtrime dhe ide p\u00ebr veprime alternative nga qytetar\u00ebt q\u00eb preken drejtp\u00ebrdrejt nga projektet publike, duke balancuar interesat e kund\u00ebrta p\u00ebr identifikimin e efekteve t\u00eb pad\u00ebshiruara dhe problemeve praktike si dhe duke siguruar nj\u00eb kontroll t\u00eb cil\u00ebsis\u00eb n\u00eb vler\u00ebsimin e kostove dhe p\u00ebrfitimeve.<\/p>\n\n\n\n<p>Nevoja p\u00ebr konsultim nd\u00ebrqeveritar, n\u00eb planifikimin e projekteve t\u00eb ndryshme zhvillimore, t\u00eb cilat ndikojn\u00eb jo vet\u00ebm n\u00eb rritjen e efikasitetit t\u00eb administrat\u00ebs publike, por edhe n\u00eb ofrimin m\u00eb t\u00eb mir\u00eb t\u00eb sh\u00ebrbimeve p\u00ebr qytetar\u00ebt \u00ebsht\u00eb v\u00ebn\u00eb n\u00eb dukje sidomos n\u00eb k\u00ebt\u00eb periudh\u00eb t\u00eb v\u00ebshtir\u00eb globale, ndeshur m\u00eb Pandemin\u00eb Covid \u2013 19. Pushteti lokal\/komunal \u00ebsht\u00eb niveli i par\u00eb i nd\u00ebrveprimit, p\u00ebr shkak q\u00eb sh\u00ebrbimet e ofruara n\u00eb baza ditore p\u00ebrcaktojn\u00eb arritjen e subsidiaritetit, si parim baz\u00eb i zhvillimit n\u00eb ofrimin e sh\u00ebrbimeve sa m\u00eb af\u00ebr komunitetit. Si i till\u00eb, ky pushtet luan rolin kryesor n\u00eb procesin e adresimit t\u00eb nevojave t\u00eb qytetar\u00ebve, n\u00eb koh\u00eb reale dhe n\u00eb ndikim direkt n\u00eb komunitet. Prandaj, p\u00ebrfshirja e komunave n\u00eb procesin e konsultimit mbi programet qeveritare p\u00ebr zbatim t\u00eb projekteve n\u00eb nivel lokal, \u00ebsht\u00eb jo vet\u00ebm e domosdoshme, por edhe p\u00ebrcaktues mbi efektin e investimit.<\/p>\n\n\n\n<p>Megjithat\u00eb, a duhet kushtuar r\u00ebnd\u00ebsi konsultimit publik dhe p\u00ebrfshirjes s\u00eb komunave n\u00eb p\u00ebrcaktimin e agjend\u00ebs qeveritare gjat\u00eb pandemis\u00eb, kur veprimi k\u00ebrkohet t\u00eb jet\u00eb i shpejt\u00eb?<\/p>\n\n\n\n<p>Pothuajse p\u00ebr secil\u00ebn qeveri (edhe n\u00eb vendet m\u00eb t\u00eb zhvilluara) reagimi ndaj pandemis\u00eb Covid-19 \u00ebsht\u00eb nj\u00eb proces m\u00ebsimi. Qeverit\u00eb e p\u00ebrballura nga kjo pandemi shtyhen n\u00eb dy drejtime konkurruese. S\u00eb pari, qytetar\u00ebt presin q\u00eb qeverit\u00eb e tyre t\u00eb veprojn\u00eb, dhe t\u00eb veprojn\u00eb shpejt, p\u00ebr t\u00eb minimizuar d\u00ebmin q\u00eb mund t&#8217;u shkaktoj\u00eb pandemia. N\u00eb t\u00eb kund\u00ebrt, qeverit\u00eb duhet t\u00eb marrin koh\u00eb p\u00ebr t&#8217;u siguruar q\u00eb ajo q\u00eb b\u00ebjn\u00eb do t\u00eb jet\u00eb efektive. Padyshim, problemet e shkaktuara nga COVID-19 jan\u00eb shum\u00ebdimensionale dhe k\u00ebrkojn\u00eb angazhime gjith\u00ebp\u00ebrfshir\u00ebse dhe komplekse p\u00ebr t&#8217;u kap\u00ebrcyer. \u00cbsht\u00eb e padiskutueshme q\u00eb niveli lokal ka nevoj\u00eb p\u00ebr mb\u00ebshtetje dhe inkurajim nga qeveria qendrore p\u00ebr nj\u00eb rim\u00ebk\u00ebmbje t\u00eb shpejt\u00eb, por q\u00eb ky reagim i shpejt\u00eb mund t\u00eb cenoj gjithashtu parimet p\u00ebrcaktuese t\u00eb konsultimit publik.<\/p>\n\n\n\n<p>Edhe n\u00eb kushtet e nj\u00eb situate emergjente, duhet t\u00eb merren parasysh nevojat dhe k\u00ebrkesat reale t\u00eb qytetar\u00ebve, shoq\u00ebris\u00eb civile dhe komunitetit profesional. Duke i paraqitur projekt propozimet qytetar\u00ebve dhe komuniteteve profesionale p\u00ebrmes formave t\u00eb ndryshme elektronike dhe mekanizmave t\u00eb tjer\u00eb alternativ\u00eb p\u00ebr t\u00eb siguruar q\u00eb projektet q\u00eb do t\u00eb hartohen, zbatohen dhe zhvillohen n\u00eb rrethana t\u00eb jasht\u00ebzakonshme jan\u00eb n\u00eb interes afatgjat\u00eb t\u00eb qytetar\u00ebve. Burokracit\u00eb administrative \u00ebsht\u00eb m\u00eb leht\u00eb t\u00eb jen\u00eb \u201cviktim\u00eb e tejkalimit\u201d n\u00eb rrethana pandemie, sesa shkelja e nj\u00eb parimi baz\u00eb t\u00eb demokracis\u00eb e cila determinon efektin e nj\u00eb intervenimi.<\/p>\n\n\n\n<p>Edhe n\u00eb nivel shtet\u00ebror, Qeveria e Kosov\u00ebs me Programin e Rim\u00ebk\u00ebmbjes Ekonomike p\u00ebrmes t\u00eb cilit synohet t\u00eb ndihmohen komunat n\u00eb rim\u00ebk\u00ebmbjen nga d\u00ebmet e shkaktuara nga pandemia COVID-19, ka anashkaluar shum\u00eb shpesh procesin e konsultimi publik. Edhe pse qeverisja lokale n\u00eb Kosov\u00eb \u00ebsht\u00eb nd\u00ebrtuar mbi parimin e Kart\u00ebs Evropiane p\u00ebr Qeverisje Lokale, q\u00ebndrueshm\u00ebria e plot\u00eb financiare e komunave ende nuk \u00ebsht\u00eb arritur. Komunat e Kosov\u00ebs vazhdojn\u00eb t\u00eb jen\u00eb t\u00eb varura nga niveli qendror. N\u00eb shumic\u00ebn e komunave, mbi 80% e buxhetit vjen nga grantet qeveritare, megjithat\u00eb, kjo mb\u00ebshtetje e nivelit qendror ndaj nivelit lokal, edhe n\u00eb kushte t\u00eb jasht\u00ebzakonshme, duhet t\u00eb b\u00ebhet duke respektuar nevoj\u00ebn e komunave p\u00ebr intervenime specifike. Programi i investimeve komunale me p\u00ebrkrahje nga grantet qeveritare do t&#8217;u mund\u00ebsonte komunave t\u00eb financojn\u00eb projekte t\u00eb vogla, t\u00eb zgjedhura me kujdes n\u00eb zonat e tyre q\u00eb krijojn\u00eb efikasitet jo vet\u00ebm t\u00eb sh\u00ebrbimeve, por dhe t\u00eb rrisin cil\u00ebsin\u00eb e administrat\u00ebs komunale.<\/p>\n\n\n\n<p>Tensioni nd\u00ebrmjet krijimit t\u00eb hap\u00ebsir\u00ebs p\u00ebr konsultime nd\u00ebrqeveritare dhe veprimit me vendosm\u00ebri do t\u00eb mbetet gjithmon\u00eb prezent, me ose pa pandemi. Balancimi i k\u00ebtyre dy stimujve konkurrues \u00ebsht\u00eb arti i nj\u00eb reagimi efektiv emergjent q\u00eb vet\u00ebm qeverit\u00eb mir\u00eb t\u00eb konsoliduara dhe me baz\u00eb ekspertize, me teknokrat\u00eb e menaxher\u00eb t\u00eb zot\u00eb t\u00eb angazhuar rreth saj, mund ta b\u00ebjn\u00eb.<\/p>\n\n\n\n<p><em><span style=\"color:#13c1cb\" class=\"has-inline-color\">\u201cKy artikull \u00ebsht\u00eb mund\u00ebsuar me financimin e Agjencis\u00eb s\u00eb Shteteve t\u00eb Bashkuara p\u00ebr Zhvillim Nd\u00ebrkomb\u00ebtar (USAID) p\u00ebrmes Aktivitetit p\u00ebr Bashk\u00ebpunim me Komunitetin (CCA).
