E drejta menaxhuese u ipet asambleve t\u00eb p\u00ebrb\u00ebra me an\u00ebtar\u00eb t\u00eb zgjedhur n\u00ebp\u00ebrmjet vot\u00ebs s\u00eb drejtp\u00ebrdrejt\u00eb.&nbsp; N\u00eb gjuh\u00ebn e shkenc\u00ebs politike, kjo linj\u00eb p\u00ebrkon me parimin e subsidiaritetit, i cili siguron q\u00eb problemet t\u00eb adresohen nga institucione dhe grupe t\u00eb shoq\u00ebris\u00eb civile q\u00eb jan\u00eb m\u00eb kompetente si dhe m\u00eb af\u00ebr shtetasve.<\/p>\n\n\n\n<p>Karta Evropiane p\u00ebr Vet\u00ebqeverisjen Loakle e K\u00ebshillit t\u00eb Evrop\u00ebs p\u00ebrcakton nj\u00eb list\u00eb t\u00eb parimeve thelb\u00ebsore t\u00eb qeverisjes lokale, t\u00eb cilat p\u00ebrfshijn\u00eb:<\/p>\n\n\n\n<p>-Ushtrimin e plot\u00eb dhe ekskluziv t\u00eb pushtetit: pac\u00ebnueshm\u00ebri nga nivele t\u00eb tjera, t\u00eb parapara n\u00eb brenda kornizave ligjore.<\/p>\n\n\n\n<p>&#8211; Kompensimi i duhur financiar: autoritetet lokale, krahas detyrave dhe p\u00ebrgjegjegj\u00ebsive, duhet t\u00eb marrin burime financiare nga niveli qendror p\u00ebr t\u00eb krijuar autonomin\u00eb buxhetore, e cila pastaj b\u00ebn t\u00eb mundur menaxhimin dhe kontrollin e burimeve t\u00eb tyre vetjake, t\u00eb cilat vijn\u00eb nga taksat dhe tarifat e ekonomis\u00eb lokale.<\/p>\n\n\n\n<p>&#8211; Mbik\u00ebqyrja administrative e vet\u00ebvendosur: asnj\u00eb mbik\u00ebqyrje administrative e veprimtaris\u00eb s\u00eb autoritetit lokal nga autoritete t\u00eb tjera nuk mund t\u00eb ushtrohet jashta kornizave ligjore.<\/p>\n\n\n\n<p>&#8211; Mbrojtja ligjore: autoritetet lokale mund t&#8217;i drejtohen nj\u00eb mjeti juridik p\u00ebr t\u00eb siguruar ushtrimin e lir\u00eb t\u00eb kompetencave t\u00eb tyre dhe respektimin e parimeve t\u00eb vet\u00ebqeverisjes lokale.<\/p>\n\n\n\n<p>Infrastruktura ligjore dhe sistemi i vet\u00ebqeverisjes lokale n\u00eb kuptimin e entiteteve demokratike duhet t\u00eb p\u00ebrfshij\u00eb nj\u00eb qasje m\u00eb t\u00eb gjer\u00eb t\u00eb komunitetit p\u00ebr t\u00eb qen\u00eb t\u00eb suksesshme. Ideja q\u00ebndron n\u00eb qasjen pjes\u00ebmarr\u00ebse n\u00eb vendimmarrjet lokale, duke p\u00ebrfshi qytetar\u00eb, grupe t\u00eb interesit, forume rinore, shoq\u00ebri civile, student\u00eb dhe akter\u00eb t\u00eb tjer\u00eb.<\/p>\n\n\n\n<p>Pjes\u00ebmarrja \u00ebsht\u00eb tipari m\u00eb i r\u00ebnd\u00ebsish\u00ebm n\u00eb qeverisjen lokale. Vota si vullnet politik n\u00eb p\u00ebriudha t\u00eb caktuara \u00ebsht\u00eb larg s\u00eb qenuri m\u00eb e r\u00ebnd\u00ebsishme sesa z\u00ebri i drejtp\u00ebrdrejt\u00eb i qytetar\u00ebve n\u00eb vendimmarje dhe qeverisje p\u00ebrmes forumeve publike, komiteteve qytetare dhe fushatave t\u00eb veprimeve vullnetare. Pjes\u00ebmarrja duhet t\u00eb ket\u00eb q\u00ebllim par\u00ebsor bashk\u00ebpunimin, shoq\u00ebrimin dhe zhvillimim n\u00eb nj\u00eb m\u00ebnyr\u00eb q\u00eb nd\u00ebrton t\u00eb ardhme p\u00ebr komunitetin lokal.<\/p>\n\n\n\n<p>Ekzistojn\u00eb nj\u00eb s\u00ebr\u00eb mekanizmash q\u00eb shtyejn\u00eb para bashk\u00ebpunimet qytetar\u00eb-autoritate lokale, por q\u00eb jan\u00eb t\u00eb sforcuara n\u00eb ndikim, t\u00eb tilla si\u00e7 jan\u00eb d\u00ebgjimet buxhetore, d\u00ebgjimet publike vjetore, k\u00ebshillat e lagjeve dhe fshatrave.<\/p>\n\n\n\n<p><strong><em>Angazhimi i t\u00eb rinj\u00ebve n\u00eb demokracin\u00eb lokale.<\/em><\/strong><\/p>\n\n\n\n<p>Angazhimi i t\u00eb rinjve sjell\u00eb shum\u00eb p\u00ebrfitime p\u00ebr frym\u00ebn e demokracis\u00eb lokale, nisur nga p\u00ebrmir\u00ebsimi i cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimeve publike e deri te marrja e vendimeve m\u00eb efikase.<\/p>\n\n\n\n<p>Organizimet formale dhe joformale t\u00eb t\u00eb rinjve luajn\u00eb rol jetik jo vet\u00ebm n\u00eb forcimin e demokracis\u00eb, por edhe n\u00eb planifikimet afatgjate, duke b\u00ebr\u00eb q\u00eb autoritetet lokale m\u00eb patjeter duhet t\u00eb krijojn\u00eb modalitete buxhetore p\u00ebr t\u00eb investuar n\u00eb entitete edukuese dhe sportive t\u00eb t\u00eb rinjve, t\u00eb cilat kthehen si resurse potenciale.&nbsp;<\/p>\n\n\n\n<p>Angazhimi dhe pjes\u00ebmarrja variojn\u00eb nga veprimet e grupeve rinore, duke p\u00ebrfshi organizimin dhe formalizimet e veprimit, deri tek organizatat e sektorit komunitar.&nbsp; Ekzistojn\u00eb p\u00ebrkufizime t\u00eb m\u00ebdha p\u00ebr angazhimin e t\u00eb rinjve n\u00eb proceset demokratike. Lidhur me k\u00ebt\u00eb, ve\u00e7ojm\u00eb tri fusha m\u00eb kryesore:<\/p>\n\n\n\n<p>&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Angazhimi publik<\/p>\n\n\n\n<p>&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Angazhimi social<\/p>\n\n\n\n<p>&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Angazhimi individual.<\/p>\n\n\n\n<p><strong><em>Angazhimi publik<\/em><\/strong> p\u00ebrfshin\u00eb forume rinore, k\u00ebshille rinore, an\u00ebtar\u00eb t\u00eb rinj t\u00eb asambles\u00eb komunale, kuvende komunale, komitete komunale, t\u00eb cilat konsolidohen n\u00ebp\u00ebrmjet aktiviteteve t\u00eb lidhura me entitetet demokratike. Ai \u00ebsht\u00eb i rend\u00ebsish\u00ebm pasi q\u00eb adreson shqet\u00ebsime direkte rreth politikb\u00ebrjes dhe mb\u00ebshtet forcimin e legjitimitetit demokratik duke demonstruar p\u00ebrgjegjshm\u00ebri. Angazhimi publik vler\u00ebsohet gjithashtu shum\u00eb n\u00eb reformimin e sh\u00ebrbimeve publike, duke u siguruar q\u00eb ato t\u00eb jen\u00eb m\u00eb efikase si dhe a po i plot\u00ebsojn\u00eb m\u00eb mire nevojat e njer\u00ebzve.<\/p>\n\n\n\n<p><strong><em>Angazhimi social<\/em><\/strong> p\u00ebrkufizohet si grup i t\u00eb rinj\u00ebve t\u00eb cil\u00ebt b\u00ebjn\u00eb pun\u00eb vullnetare, t\u00eb tilla si krijimi i donacioneve humanitare, ambientalizmi, projekte t\u00eb veprimit social. T\u00eb rinj\u00ebt n\u00ebp\u00ebrmjet k\u00ebtyre entiteteve jan\u00eb t\u00eb prirur t\u00eb forcojn\u00eb pozit\u00ebn e zon\u00ebs ku banojn\u00eb, n\u00eb aspekte t\u00eb ndryshme, infrastrukturore, ekonomike, politike dhe edukuese. Ata veprojn\u00eb n\u00ebp\u00ebrmjet partneritetve, duke krijuar qytetariz\u00ebm aktiv t\u00eb padrejtuar dhe ndikuar nga institucionet dhe autoritetet n\u00eb mes qytetar\u00ebve dhe nd\u00ebrmarrjeve ekonomike dhe sociale<\/p>\n\n\n\n<p><strong><em>Angazhimi individual<\/em><\/strong> p\u00ebrdoret si nj\u00eb m\u00ebnyr\u00eb p\u00ebr t\u00eb eksploruar motivimin dhe p\u00ebrfitimet p\u00ebr t\u00eb rinjt\u00eb nga ndikimi i personave ky\u00e7 n\u00eb komunitet. Ai \u00ebsht\u00eb i lidhur me zot\u00ebsin\u00eb p\u00ebr t\u00eb zhvilluar aft\u00ebsi t\u00eb reja, t\u00eb cilat mund t\u00eb jet\u00eb specifike p\u00ebr angazhimin e m\u00ebtejsh\u00ebm n\u00eb procesi demokratik, si\u00e7 \u00ebsht\u00eb njohja se si t\u00eb ndikojm\u00eb te vendimmarr\u00ebsit; si t\u00eb flasin n\u00eb takime publike, procesin e hulumtimit dhe analizve t\u00eb institucioneve dhe politikb\u00ebr\u00ebsve etj.<\/p>\n\n\n\n<p>Duke qen\u00eb t\u00eb vet\u00ebdijsh\u00ebm p\u00ebr struktur\u00ebn sociologjike t\u00eb shoq\u00ebris\u00eb son\u00eb, familja ende p\u00ebrb\u00ebn institucionin kryesor p\u00ebr t\u00eb rinj\u00ebt s\u00eb bashku me shkoll\u00ebn, si institucion i angazhimit t\u00eb drejtp\u00ebrdrejt\u00eb, tri format e cekura m\u00eb lart\u00eb v\u00ebjn\u00eb n\u00eb pah potencialin e tyre p\u00ebr t\u00eb nd\u00ebrtuar kapitalin social dhe p\u00ebr t\u00eb fuqizuar bashk\u00ebsit\u00eb komunitare.
