Procesi i cili krijohet mes cikleve t\u00eb zgjedhjeve, e n\u00eb t\u00eb cilat shumica e qytetar\u00ebve mbesin pasiv dhe nuk japin kontributin e tyre n\u00eb krijimin e politikave lokale, paraqet sfid\u00eb t\u00eb madhe t\u00eb shoq\u00ebrive postsocialiste. Nj\u00eb qytetar\u00eb\/re i\/e p\u00ebrgjegjsh\u00ebm\/me (n\u00eb rrethana ideale) interesohet p\u00ebr vendime t\u00eb cilat mirren n\u00eb nivelin lokal mu p\u00ebr arsye se afektojn\u00eb direkt, sepse form\u00ebsojn\u00eb m\u00ebnyr\u00ebn dhe kualititetin e jet\u00ebs. Mir\u00ebpo, n\u00eb Ballkanin Per\u00ebndimor t\u00eb paskonfliktit dhe tranzicionit, idealet demokratike shpeshher\u00eb shemben para ndjenj\u00ebs s\u00eb pap\u00ebrgjegj\u00ebsis\u00eb politike. N\u00eb k\u00ebto rrethana t\u00eb palakmushme, hap\u00ebsira manovruese p\u00ebr p\u00ebrmir\u00ebsimin e gjendjes s\u00eb p\u00ebrgjithshme n\u00eb at\u00eb q\u00eb quhet demokraci lokale prap\u00ebseprap\u00eb ekziston, prandaj ka nevoj\u00eb t\u00eb fuqizohen shtyllat ky\u00e7e: e para \u2013 me mekanizmat ve\u00e7se ekzistues p\u00ebr pjes\u00ebmarrjen e qytetar\u00ebve, dhe e dyta \u2013 me \u00e7asje kreative p\u00ebr gjall\u00ebrimin dhe p\u00ebrfshirjen e qytetar\u00ebve n\u00eb k\u00ebt\u00eb proces.<\/p>\n\n\n\n<p>N\u00eb m\u00ebnyr\u00eb q\u00eb kjo t\u00eb jet\u00eb funksionale dhe e q\u00ebndrueshme, \u00ebsht\u00eb e nevojshme q\u00eb vendimmarr\u00ebsit t`i, njoftojn\u00eb, arsimojn\u00eb dhe aft\u00ebsojn\u00eb qytetar\u00ebt q\u00eb me t\u00eb nj\u00ebjtit <strong>t\u00eb ndahet edhe p\u00ebrgjegj\u00ebsia e vendimit dhe udh\u00ebheqjes<\/strong>. Kjo e fundit n\u00ebnkupton ndryshimin e marr\u00ebdh\u00ebnieve dhe animin e peshores n\u00eb favor t\u00eb qytetar\u00ebve, e cila mund t\u00eb ndodh kur t\u00eb ju ofrohet hap\u00ebsira p\u00ebr ndarjen e p\u00ebrgjegj\u00ebsive n\u00eb proces. Sado q\u00eb ky proces t\u00eb duket idealist dhe i pamundur, nj\u00eb nism\u00eb e till\u00eb mund t\u00eb jet\u00eb pik\u00eb kthese n\u00eb ndryshimin e vet\u00ebdijes s\u00eb qytetar\u00ebve. Hapa t\u00eb vegj\u00ebl por jo t\u00eb par\u00ebnd\u00ebsish\u00ebm, jan\u00eb b\u00ebr\u00eb n\u00eb k\u00ebt\u00eb drejtim nga organizatat e shoq\u00ebris\u00eb civile me edukimin joformal t\u00eb qytetar\u00ebt, dhe si me fuqizimin e kapaciteteve t\u00eb shoqatave apo grupeve t\u00eb qytetar\u00ebve. Por, k\u00ebtij procesi t\u00eb m\u00ebsimit deri m\u00eb tani i ka munguar elementi i faktorit fuqizues i marrjes dhe ndarjes s\u00eb p\u00ebrgjegj\u00ebsive p\u00ebr ndryshimet n\u00eb hap\u00ebsir\u00ebn ku jetojn\u00eb qytetar\u00ebt. Pra, kjo shkall\u00eb n\u00eb fuqizimin e demokracis\u00eb lokale do t\u00eb n\u00ebnkuptonte dy lloj koncensionesh: e para \u2013 nga ana e qeverisjeve lokale \u2013 mund\u00ebsimi i qytetar\u00ebve p\u00ebr t\u00eb marr\u00eb pjes\u00eb n\u00eb vendimmarrje, dhe e dyta \u2013 nga ana e qytetar\u00ebve \u2013 t\u00eb marrrin p\u00ebrgjegj\u00ebsi p\u00ebr obligimet t\u00eb cilat dalin nga pjes\u00ebmarrja proaktive n\u00eb vendimmarrje.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb faz\u00eb t\u00eb zhvillimit t\u00eb demokracis\u00eb lokale, t\u00eb dy shtyllat e p\u00ebrmendura m\u00eb par\u00eb duhet t\u00eb hyjn\u00eb n\u00eb sken\u00eb. Shtylla e par\u00eb, pra aplikimi <strong>m\u00eb i shpesht\u00eb i nj\u00eb numri mekanizmash<\/strong> q\u00eb ekzistojn\u00eb n\u00eb kuadrin aktual ligjor, do t&#8217;i vendoste qytetar\u00ebt n\u00eb nivel lokal si nj\u00eb nga aktor\u00ebt e pashmangsh\u00ebm t\u00eb demokracis\u00eb lokale. Fronti i par\u00eb n\u00eb t\u00eb cilin qytetar\u00ebt mund t\u00eb marrin pjes\u00eb n\u00eb luft\u00ebn p\u00ebr t\u00eb drejtat dhe interesat e tyre \u00ebsht\u00eb <strong>pjes\u00ebmarrja n\u00eb konsultimet publike<\/strong> q\u00eb kuvendet komunale jan\u00eb t\u00eb detyruara t\u00eb organizojn\u00eb t\u00eb pakt\u00ebn dy her\u00eb n\u00eb vit. Edhe n\u00eb rastet kur p\u00ebrfaq\u00ebsuesit e qeverisjes vendore nuk jan\u00eb t\u00eb gatsh\u00ebm q\u00eb t\u00eb d\u00ebgjojn\u00eb nevojat dhe t\u00eb marrin parasysh interesat, sugjerimet dhe k\u00ebrkesat e qytetar\u00ebve, konsultimet publike mund t&#8217;u mund\u00ebsojn\u00eb qytetar\u00ebve t\u00eb jen\u00eb pal\u00eb p\u00ebrgjegj\u00ebse n\u00eb procesin e vendimmarrjes lokale. Mekanizmi tjet\u00ebr i r\u00ebnd\u00ebsish\u00ebm i disponuesh\u00ebm p\u00ebr qytetar\u00ebt \u00ebsht\u00eb <strong>peticioni<\/strong> &#8211; n\u00eb rastet kur nj\u00eb num\u00ebr i madh i qytetar\u00ebve jan\u00eb t\u00eb pak\u00ebnaqur me nj\u00eb vendim t\u00eb caktuar t\u00eb autoriteteve komunale ose thjesht duan t\u00eb ofrojn\u00eb di\u00e7ka t\u00eb re &#8211; duke mbledhur n\u00ebnshkrime dhe duke i dor\u00ebzuar ato n\u00eb komun\u00eb \u00ebsht\u00eb e mundur t\u00eb ndikojn\u00eb ndjesh\u00ebm\/ ndryshojn\u00eb vendime t\u00eb caktuara. N\u00ebse zbatimi i mekanizmave t\u00eb m\u00ebparsh\u00ebm nuk ka dh\u00ebn\u00eb fryte, k\u00ebrkesa e qytetar\u00ebve p\u00ebr p\u00ebrfshirje n\u00eb <strong>komisionet k\u00ebshilluese<\/strong> (t\u00eb formuara n\u00eb fusha t\u00eb ndryshme t\u00eb veprimtaris\u00eb) mund, q\u00eb me nd\u00ebrmjet\u00ebsimin e organizatave joqeveritare si an\u00ebtar\u00eb t\u00eb p\u00ebrhersh\u00ebm t\u00eb saj, t\u00eb p\u00ebrfshijn\u00eb nj\u00eb num\u00ebr m\u00eb t\u00eb madh t\u00eb qytetar\u00ebve t\u00eb interesuar n\u00eb procesin e vendimmarrjes dhe k\u00ebshtu t\u00eb pasurojn\u00eb produktin p\u00ebrfundimtar&nbsp; &#8211; vendime q\u00eb marrin parasysh nevojat racionale t\u00eb banor\u00ebve. P\u00ebr m\u00eb tep\u00ebr, ky mekaniz\u00ebm mund\u00ebson p\u00ebrfshirjen n\u00eb pun\u00ebn e organeve komunale t\u00eb grupeve joformale t\u00eb qytetar\u00ebve si shoqatat e grave, t\u00eb rinjt\u00eb, pensionist\u00ebt, qiramarr\u00ebsit, grupet profesionale etj.<\/p>\n\n\n\n<p>Em\u00ebruesi i p\u00ebrbashk\u00ebt i k\u00ebtyre mekanizmave \u00ebsht\u00eb se ato p\u00ebrdoren rrall\u00eb n\u00eb praktik\u00eb n\u00eb Kosov\u00eb. P\u00ebrve\u00e7 faktor\u00ebve t\u00eb till\u00eb si apatia, mosinteresimi, pasiviteti, por edhe paragjykimi dhe frika, si dhe poltronizmi politik dhe ndotja e hap\u00ebsir\u00ebs publike dhe konflikteve personale politike, arsye q\u00eb ndikon duksh\u00ebm n\u00eb munges\u00ebn e nd\u00ebrhyrjes p\u00ebr nevojat e k\u00ebtyre mekanizmave, si dhe munges\u00ebs s\u00eb vullnetit t\u00eb organeve t\u00eb vet\u00ebqeverisjes lokale q\u00eb t\u00eb p\u00ebrfshij\u00eb qytetar\u00ebt n\u00eb procesin e vendimmarrjes. N\u00eb k\u00ebt\u00eb aspekt, \u00ebsht\u00eb e nevojshme q\u00eb t\u00eb dyja pal\u00ebt e demokracis\u00eb lokale t\u00eb b\u00ebjn\u00eb nj\u00eb hap p\u00ebrpara &#8211; <strong>qytetar\u00ebt<\/strong> t\u00eb p\u00ebrdorin mekanizmat ekzistues dhe k\u00ebshtu t\u00eb p\u00ebrfshihen m\u00eb aktivisht n\u00eb procesin e vendimmarrjes, derisa <strong>&nbsp;qeverisja lokale<\/strong> &#8211; t&#8217;i informojn\u00eb n\u00eb m\u00ebnyr\u00eb shtes\u00eb qytetar\u00ebt p\u00ebr to dhe t&#8217;u mund\u00ebsojn\u00eb atyre p\u00ebr t\u00eb ndar\u00eb p\u00ebrgjegj\u00ebsit\u00eb e menaxhimit. N\u00eb fund t\u00eb k\u00ebtij procesi, i cili \u00ebsht\u00eb thelbi i nd\u00ebrtimit t\u00eb nj\u00eb demokracie t\u00eb suksesshme lokale, qytetar\u00ebt duhet t\u00eb jen\u00eb <strong>t\u00eb k\u00ebnaqur me vendimet<\/strong> q\u00eb kan\u00eb arritur t\u00eb zbatojn\u00eb n\u00eb praktik\u00eb. Duke ndjekur k\u00ebt\u00eb q\u00ebllim, theksohet r\u00ebnd\u00ebsin\u00eb e shtyll\u00ebs s\u00eb dyt\u00eb. Gjegj\u00ebsisht, n\u00eb kushtet e zhvillimit t\u00eb shpejt\u00eb teknologjik \u00ebsht\u00eb nj\u00eb &nbsp;r\u00ebnd\u00ebsie t\u00eb ve\u00e7ant\u00eb q\u00eb aspektet e tij pozitive t\u00eb p\u00ebrdoren p\u00ebr q\u00ebllimin e zhvillimit t\u00eb demokracis\u00eb lokale. Duke futur nj\u00eb qasje t\u00eb ndryshme, t\u00eb re dhe mbi t\u00eb gjitha krijuese n\u00eb rritjen e interesit dhe informacionit midis qytetar\u00ebve n\u00eb procesin e vendimmarrjes, \u00ebsht\u00eb e mundur q\u00eb gradualisht&nbsp; t\u00eb forcohen kapacitetet demokratike. Duke p\u00ebrmir\u00ebsuar mekanizmat ekzistues, p\u00ebrdorimin krijues t\u00eb rrjeteve sociale, uebfaqet zyrtare t\u00eb komunave dhe kanalet e tjera t\u00eb komunikimit dhe shk\u00ebmbimit t\u00eb informacionit dixhital, dhe duke kombinuar aktivizmin qytetar analog dhe dixhital, mund t\u00eb arrihet nj\u00eb shoq\u00ebri m\u00eb e p\u00ebrgjegjshme.<\/p>\n\n\n\n<p>Ndryshimi m\u00eb i vog\u00ebl n\u00eb nj\u00eb mjedis rural, fshat, rrethin\u00eb t\u00eb qytetit ose n\u00eb nivelin e t\u00eb gjith\u00eb komun\u00ebs vjen vet\u00ebm dhe ekskluzivisht me iniciativ\u00ebn e qytetar\u00ebve. Votimi \u00ebsht\u00eb nj\u00eb hallk\u00eb e r\u00ebnd\u00ebsishme n\u00eb ndarjen e p\u00ebrgjegj\u00ebsive p\u00ebr t\u00eb ardhmen e komun\u00ebs, por flet\u00ebvotimet nuk i detyrojn\u00eb qeverit\u00eb lokale t\u00eb marrin parasysh interesat e t\u00eb gjitha (n\u00ebn) grupeve shoq\u00ebrore dhe nevojat e pjes\u00ebtar\u00ebve t\u00eb ndrysh\u00ebm t\u00eb komunave. P\u00ebr k\u00ebt\u00eb arsye, dhe p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar kushtet e jetes\u00ebs s\u00eb <strong>t\u00eb gjith\u00eb qytetar\u00ebve<\/strong>, \u00ebsht\u00eb e nevojshme q\u00eb qytetar\u00ebt t\u00eb p\u00ebrdorin mekanizmat ekzistues p\u00ebr pjes\u00ebmarrje n\u00eb proceset vendimmarr\u00ebse, por edhe q\u00eb ato t\u00eb nj\u00ebjtat t\u00eb p\u00ebrmir\u00ebsohen dhe avancohen krahas shkatht\u00ebsive dhe p\u00ebrdorimit t\u00eb teknologjive moderne.
