Kjo ishte, tekembramja, hera e par\u00eb q\u00eb Kryeministri i ri i Kosov\u00ebs Albin Kurti po takohej me Presidentin e Serbis\u00eb Aleksandar Vu\u00e7iq rreth tryez\u00ebs s\u00eb dialogut dhe t\u00eb gjith\u00eb syt\u00eb ishin kthyer nga ajo si do t&#8217;i afrohej kok\u00eb\u00e7arjes m\u00eb t\u00eb madhe t\u00eb Kosov\u00ebs n\u00eb politik\u00ebn e jashtme.<\/p>\n\n\n\n<p>Kurti u kthye nga takimi \u2013 t\u00eb cilin BE-ja e p\u00ebrshkroi si <span style=\"color:#13c1cb\" class=\"has-inline-color\"><a href=\"https:\/\/www.youtube.com\/watch?v=C3ZvXJKvcGo\">&#8220;<\/a><\/span><a href=\"https:\/\/www.youtube.com\/watch?v=C3ZvXJKvcGo\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">jo t\u00eb leht\u00eb<\/span><\/a><span style=\"color:#13c1cb\" class=\"has-inline-color\">&#8220;<\/span> &#8211; duke th\u00ebn\u00eb se i kishte b\u00ebr\u00eb <a href=\"https:\/\/prishtinainsight.com\/kurti-and-vucic-clash-in-first-brussels-meeting\/\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">kat\u00ebr propozime<\/span><\/a> delegacionit serb, nga nj\u00eb marr\u00ebveshje rajonale e tregtis\u00eb s\u00eb lir\u00eb deri te njohja reciproke. &#8220;Qasja e re&#8221; e pal\u00ebs kosovare b\u00ebri q\u00eb shumica e diskutimeve dhe analizave p\u00ebrcjell\u00ebse t\u00eb fokusoheshin k\u00ebtu.<\/p>\n\n\n\n<p>Por pala serbe iu kthye nj\u00eb teme t\u00eb njohur q\u00eb meriton v\u00ebmendje n\u00eb vetvete: Asociacioni i Komunave me Shumic\u00eb Serbe.<\/p>\n\n\n\n<p><strong>Rr\u00ebnj\u00ebt e \u00e7\u00ebshtjes<\/strong><strong><\/strong><\/p>\n\n\n\n<p>Shpallja e Pavar\u00ebsis\u00eb e Kosov\u00ebs n\u00eb vitin 2008 solli nj\u00eb marr\u00ebveshje t\u00eb re sociale p\u00ebr popullin e saj. P\u00ebrkund\u00ebr kund\u00ebrshtimit t\u00eb vazhduesh\u00ebm t\u00eb komunitetit serb t\u00eb Kosov\u00ebs ndaj shtetit t\u00eb Kosov\u00ebs, t\u00eb shtyr\u00eb nga qeveria serbe, Kushtetuta e Kosov\u00ebs dhe e t\u00ebr\u00eb korniza ligjore u garanton atyre t\u00eb drejta t\u00eb avancuara dhe p\u00ebrfaq\u00ebsim n\u00eb t\u00eb gjitha nivelet e qeverisjes.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Megjithat\u00eb, refuzimi i Serbis\u00eb p\u00ebr t\u00eb njohur sovranitetin e Kosov\u00ebs p\u00ebrmes kontrollit dhe ndikimit t\u00eb saj mbi serb\u00ebt e Kosov\u00ebs dhe avokimit t\u00eb saj kund\u00ebr an\u00ebtar\u00ebsimit t\u00eb Kosov\u00ebs n\u00eb organizata nd\u00ebrkomb\u00ebtare ka ngritur pik\u00ebpyetje n\u00eb lidhje me funksionalitetin e Kosov\u00ebs si shtet multietnik.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Dialogu i leht\u00ebsuar nga BE-ja midis Kosov\u00ebs dhe Serbis\u00eb q\u00eb nga viti 2011 \u00ebsht\u00eb p\u00ebrpjekur t\u00eb ofroj\u00eb zgjidhje teknike q\u00eb do t\u00eb mb\u00ebshtesnin integrimin e veriut t\u00eb Kosov\u00ebs \u2013 kryesisht t\u00eb kontrolluar nga sistemi paralel i Serbis\u00eb &#8211; n\u00eb sistemin qeveris\u00ebs t\u00eb Kosov\u00ebs, duke p\u00ebrmir\u00ebsuar k\u00ebshtu jet\u00ebn e qytetar\u00ebve dhe p\u00ebrmbushjen e t\u00eb drejtave t\u00eb tyre. Sidoqoft\u00eb, pak progres \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb k\u00ebt\u00eb drejtim, duke pasur parasysh q\u00eb q\u00ebllimet kryesore t\u00eb pal\u00ebve n\u00eb dialog kan\u00eb qen\u00eb mbajtja e kontrollit territorial dhe sigurimi ose parandalimi i konsolidimit t\u00eb shtet\u00ebsis\u00eb s\u00eb Kosov\u00ebs.&nbsp;<\/p>\n\n\n\n<p><a href=\"http:\/\/www.kryeministri-ks.net\/repository\/docs\/FIRST_AGREEMENT_OF_PRINCIPLES_GOVERNING_THE_NORMALIZATION_OF_RELATIONS,_APRIL_19,_2013_BRUSSELS_en.pdf\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">Marr\u00ebveshja e par\u00eb<\/span><\/a> midis Kosov\u00ebs dhe Serbis\u00eb mbi parimet e dialogut t\u00eb Brukselit u n\u00ebnshkrua m\u00eb 2013 dhe pasqyron qart\u00eb k\u00ebto tendenca. Pikat e saj t\u00eb para k\u00ebrkojn\u00eb krijimin e nj\u00eb Asociacioni t\u00eb Komunave me Shumic\u00eb Serbe n\u00eb Kosov\u00eb me nj\u00eb korniz\u00eb t\u00eb p\u00ebrcaktuar dhe kompetenca t\u00eb n\u00ebnkuptuara ekzekutive \u2013 nj\u00eb kompromis i bazuar n\u00eb synimin e Serbis\u00eb p\u00ebr t\u00eb pasur kontroll efektiv mbi komunitetin serb n\u00eb Kosov\u00eb si mjet p\u00ebr t\u00eb parandaluar shtetin e Kosov\u00ebs nga funksionimi; pjesa tjet\u00ebr e parimeve t\u00eb saj k\u00ebrkon integrimin e policis\u00eb, gjyq\u00ebsorit dhe energjis\u00eb dhe telekomunikacionit \u2013 si\u00e7 synohet nga pala kosovare.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Por arsyetimi p\u00ebr Asociacionin, si platform\u00eb q\u00eb parashikon avancimin e t\u00eb drejtave t\u00eb komunitetit dhe interesave t\u00eb serb\u00ebve t\u00eb Kosov\u00ebs, ka qen\u00eb \u00e7orientuese.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Marr\u00ebveshja parashikon q\u00eb Asociacioni t\u00eb ket\u00eb kompetenca si\u00e7 \u00ebsht\u00eb &#8220;mbik\u00ebqyrja e plot\u00eb&#8221; e zhvillimit ekonomik, arsimit, sh\u00ebndet\u00ebsis\u00eb dhe planifikimit urban dhe rural n\u00eb zonat me shumic\u00eb serbe. Kjo do t\u00eb garantonte vazhdim\u00ebsin\u00eb e segregimit etnik n\u00eb zonat vitale t\u00eb Kosov\u00ebs, duke penguar dhe rrezikuar k\u00ebsisoji natyr\u00ebn multietnike t\u00eb Kosov\u00ebs.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Si\u00e7 d\u00ebshmoi <a href=\"https:\/\/gjk-ks.org\/wp-content\/uploads\/vendimet\/gjk_ko_130_15_shq.pdf\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">Vendimi<\/span><\/a> i Gjykat\u00ebs Kushtetuese i vitit 2015, parimet e Asociacionit t\u00eb Komunave me Shumic\u00eb Serbe i pasqyruar n\u00eb Marr\u00ebveshjen e Brukselit ishin n\u00eb kund\u00ebrshtim me parimet e barazis\u00eb si vler\u00eb themeltare e rendit kushtetues. K\u00ebsisoji, ato rrezikojn\u00eb baz\u00ebn mbi t\u00eb cil\u00ebn t\u00eb drejtat e komunitetit serb dhe t\u00eb komuniteteve t\u00eb tjera pakic\u00eb mund t\u00eb sigurohen dhe t\u00eb vihen n\u00eb praktik\u00eb.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Pasojat e vazhdimit t\u00eb arsimit t\u00eb ndar\u00eb n\u00eb vija etnike<\/strong><\/p>\n\n\n\n<p>Kosova ka pasur sistem t\u00eb ndar\u00eb etnik t\u00eb arsimit q\u00eb nga vitet 1990 kur shqiptar\u00ebt krijuan sistem paralel arsimor pas shfuqizimit t\u00eb autonomis\u00eb s\u00eb Kosov\u00ebs n\u00eb vitin 1989. Pas luft\u00ebs, komuniteti serb i Kosov\u00ebs vazhdoi sistemin e vet paralel arsimor n\u00eb em\u00ebr t\u00eb kund\u00ebrshtimit t\u00eb shtetit n\u00eb ardhje t\u00eb Kosov\u00ebs.&nbsp;&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=2543\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">Ligji p\u00ebr Arsimin n\u00eb Komunat<\/span><\/a> njeh t\u00eb drejt\u00ebn e komunitetit serb p\u00ebr arsim n\u00eb gjuh\u00ebn amtare dhe lejon shfryt\u00ebzimin e kurrikul\u00ebs dhe teksteve shkollore t\u00eb Serbis\u00eb. Ligji po ashtu i jep Universitetit n\u00eb Mitrovic\u00ebn e Veriut statusin e universitetit publik autonom dhe garanton njohjen e diplomave t\u00eb tij.<\/p>\n\n\n\n<p>Megjithat\u00eb, asnj\u00eb p\u00ebrpjekje nuk \u00ebsht\u00eb nd\u00ebrmarr\u00eb as nga shqiptar\u00ebt as nga serb\u00ebt e Kosov\u00ebs p\u00ebr t\u00eb krijuar nj\u00eb sistem t\u00eb integruar arsimor.<\/p>\n\n\n\n<p>Duke u bazuar n\u00eb parimin kushtetues t\u00eb barazis\u00eb, <a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=2761\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">Ligji p\u00ebr Arsimin e Lart\u00eb<\/span><\/a><span style=\"color:#13c1cb\" class=\"has-inline-color\"> <\/span>k\u00ebrkon nga Ministria e Arsimit t\u00eb ofroj\u00eb mund\u00ebsi t\u00eb barabarta p\u00ebr regjistrim n\u00eb t\u00eb gjitha aspektet e arsimit t\u00eb lart\u00eb. Megjithat\u00eb, asnj\u00eb universitet publik q\u00eb vepron p\u00ebrbrenda sistemit arsimor t\u00eb Kosov\u00ebs nuk ofron mund\u00ebsi p\u00ebr studime n\u00eb gjuh\u00ebn serbe, derisa <a href=\"https:\/\/www.koha.net\/arberi\/275079\/mashti-mitrovica-e-veriut-ka-te-drejte-te-investoje-ne-objektin-e-universitetit-pa-pelqimin-tone\/\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">nd\u00ebrtimi i nj\u00eb nd\u00ebrtese t\u00eb re universitare n\u00eb Mitrovic\u00ebn e Veriut<\/span><\/a> s\u00eb fundmi ka nisur me financim t\u00eb qeveris\u00eb s\u00eb Serbis\u00eb.&nbsp;<\/p>\n\n\n\n<p>Zbatimi i kufizuar i Ligjit p\u00ebr P\u00ebrdorimin e Gjuh\u00ebs \u00ebsht\u00eb theksuar vazhdimisht si shkelje e r\u00ebnd\u00eb e t\u00eb drejtave t\u00eb serb\u00ebve t\u00eb Kosov\u00ebs dhe si penges\u00eb e tyre kryesore p\u00ebr t\u00eb pranuar sh\u00ebrbime dhe p\u00ebr t&#8217;u integruar nue institucione publike. N\u00eb t\u00eb v\u00ebrtet\u00eb, me nj\u00eb histori nj\u00ebdekad\u00ebshe t\u00eb nj\u00eb sistemi arsimor etnik q\u00eb ka p\u00ebrjashtuar t\u00eb m\u00ebsuarit e gjuh\u00ebve t\u00eb tjera etnike, Kosova nuk ka resurse humane p\u00ebr t\u00eb zbatuar t\u00eb drejtat e garantuara t\u00eb p\u00ebrdorimit t\u00eb gjuh\u00ebve zyrtare.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Probleme t\u00eb ngjashme jan\u00eb shfaqur me mb\u00ebshtetjen e nj\u00eb sistemi t\u00eb integruar arsimor. P\u00ebrve\u00e7 munges\u00ebs s\u00eb p\u00ebrkthyesve profesional\u00eb, ka edhe munges\u00eb t\u00eb jurist\u00ebve profesional\u00eb nga komuniteti serb t\u00eb cil\u00ebt jan\u00eb t\u00eb trajnuar n\u00eb kuad\u00ebr t\u00eb sistemit t\u00eb drejt\u00ebsis\u00eb s\u00eb Kosov\u00ebs. Kjo dije nuk mund t\u00eb m\u00ebsohet nga arsimi i bazuar n\u00eb kurrikul\u00ebn serbe, dhe nuk ka asnj\u00eb program juridik n\u00eb gjuh\u00ebn serbe q\u00eb ofrohet nga universitet e tjera publike n\u00eb Kosov\u00eb.<\/p>\n\n\n\n<p>\u00cbsht\u00eb e qart\u00eb se krijimi i resurseve profesionale k\u00ebrkon koh\u00eb, dhe se sigurimi i kompetenc\u00ebs profesionale n\u00eb gjuh\u00eb t\u00eb dyt\u00eb n\u00ebnkupton p\u00ebrfshirjen e m\u00ebsimit t\u00eb gjuh\u00ebs si pjes\u00eb e arsimit parauniversitar. Andaj, integrimi i sistemit arsimor \u00ebsht\u00eb parakusht p\u00ebr nd\u00ebrtimin e kapaciteteve shtet\u00ebrore p\u00ebr t&#8217;u siguruar komuniteteve etnike g\u00ebzimin e t\u00eb drejtave t\u00eb tyre n\u00eb praktik\u00eb.&nbsp;<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb drejtim, nj\u00eb Asociacion i Komunave me Shumic\u00eb Serbe me mbik\u00ebqyrje t\u00eb plot\u00ebsuar t\u00eb sektorit t\u00ebr arsimit q\u00eb k\u00ebrkon t\u00eb ruaj\u00eb ndasit\u00eb etnike rrezikon sigurimin praktikt \u00eb t\u00eb drejtave p\u00ebr komunitetin serb dhe nuk i avancon ato.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Sistemi sh\u00ebndet\u00ebsor paralel \u2013 paradoksi i standardeve t\u00eb dyfishta<\/strong><\/p>\n\n\n\n<p>Sistemi sh\u00ebndet\u00ebsor i komunave me shumic\u00eb serbe financohet nga Beogradi p\u00ebrkund\u00ebr <a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=2530\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">Ligjit t\u00eb Kosov\u00ebs p\u00ebr Vet\u00ebqeverisje Lokale<\/span><\/a> q\u00eb u jep komunave kompetenca ekskluzive p\u00ebr menaxhimin e sh\u00ebndetit dhe sigurimin e alokimit t\u00eb duhur t\u00eb buxhetit.&nbsp;<\/p>\n\n\n\n<p>Nj\u00eb Asociacion i Komunave me Shumic\u00eb Serbe me mbik\u00ebqyrje t\u00eb plot\u00eb t\u00eb sh\u00ebndet\u00ebsisue do t\u00eb siguronte vazhdim\u00ebsin\u00eb e sistemit sh\u00ebndet\u00ebsor paralal n\u00eb t\u00eb gjitha komunat. K\u00ebmb\u00ebngulja p\u00ebr nj\u00eb sistem sh\u00ebndet\u00ebsor q\u00eb funksionon jasht\u00eb kontrollit t\u00eb qeveris\u00eb s\u00eb Kosovues i pengon autoritetet kosovare t\u00eb p\u00ebrmbushin obligimet e tyre p\u00ebr t\u00eb siguruar qasje n\u00eb sh\u00ebrbime sh\u00ebndet\u00ebsore cil\u00ebsore p\u00ebr komunitetin serb t\u00eb Kosov\u00ebs.&nbsp;<\/p>\n\n\n\n<p>Pandemia Covid-19 ka shp\u00ebrfaqur duksh\u00ebm pengesat e qeveris\u00eb kosovare drejt p\u00ebrmbushjes s\u00eb obligimeve t\u00eb saj karshi komuniteteve etnike. Shumica e informatave lidhur me masat p\u00ebr menaxhimin e pandemis\u00eb nga Ministria e Sh\u00ebndet\u00ebsis\u00eb nuk ishin n\u00eb dispozicion n\u00eb gjuh\u00ebn serbe. Nd\u00ebrsa <a href=\"http:\/\/ngoaktiv.org\/uploads\/files\/Annual%20Report%20on%20the%20State%20of%20Language%20Rights%20in%20Kosovo.pdf\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">k\u00ebrkesat dhe kritikat nga komunitetin serb<\/span><\/a> q\u00eb u drejtoheshin qeveris\u00eb s\u00eb Kosov\u00ebs lidhur me munges\u00ebn e informatave n\u00eb gjuh\u00ebn serbe lidhur me masat p\u00ebr menaxhimin e pandemis\u00eb ishin t\u00eb dukshme, k\u00ebto nuk u p\u00ebrkthyen n\u00eb k\u00ebrkes\u00eb, apo synim, p\u00ebr t&#8217;iu qasur sh\u00ebrbimeve sh\u00ebndet\u00ebsore t\u00eb Kosov\u00ebs.&nbsp;<\/p>\n\n\n\n<p>Vazhdimi i refuzimit p\u00ebr t&#8217;u integruar n\u00eb sistemin sh\u00ebndet\u00ebsor p\u00ebrmes Asociacionit do ta pamund\u00ebsonte thirrjen n\u00eb p\u00ebrgjegj\u00ebsi t\u00eb qeveris\u00eb s\u00eb Kosov\u00ebs p\u00ebr t\u00eb siguruar qasje n\u00eb sh\u00ebrbimeve sh\u00ebndet\u00ebsore p\u00ebr komunitetin serb t\u00eb Kosov\u00ebs.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Ngjash\u00ebm me sistemin gjyq\u00ebsor, sistemi sh\u00ebndet\u00ebsore mbetet cak i ndikimit t\u00eb pafavorsh\u00ebm t\u00eb sistemit arsimor paralel. P\u00ebr ta p\u00ebrmbushur k\u00ebt\u00eb obligim, qeveria e ka edhe nj\u00eb obligim tjet\u00ebr \u2013 t\u00eb refuzoj\u00eb t\u00eb miratoj\u00eb \u00e7far\u00ebdo mekanizmi q\u00eb pengon mund\u00ebsit\u00eb e saj p\u00ebr t\u00eb b\u00ebr\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb.&nbsp;<\/p>\n\n\n\n<p><strong>Implikimet e planifikimit urban dhe rural t\u00eb bazur n\u00eb etni<\/strong><\/p>\n\n\n\n<p>Komunat e Kosov\u00ebs kan\u00eb kompetenca t\u00eb mbik\u00ebqyrjes s\u00eb plot\u00eb t\u00eb hartimit t\u00eb zhvillimit komunal, zonimit dhe planeve rregulluese n\u00eb p\u00ebrputhje me planin hap\u00ebsinor t\u00eb Kosov\u00ebs. Megjithat\u00eb, politikat e ndarjes etnike dhe diskriminimit kan\u00eb qen\u00eb t\u00eb dukshme n\u00eb k\u00ebt\u00eb drejtim.<\/p>\n\n\n\n<p>N\u00eb komunat me shumic\u00eb serbe, nd\u00ebrtimi i sht\u00ebpive shqiptare nuk \u00ebsht\u00eb lejuar, duke penguar k\u00ebsisoji <a href=\"https:\/\/www.evropaelire.org\/a\/rindertimi-i-shtepive-ne-veri-te-kosoves-\/30955158.html\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">kthimin e shqiptar\u00ebve t\u00eb zhvendosur<\/span><\/a> derisa n\u00eb komunat me shumic\u00eb shqiptare ka pasur rezistenc\u00eb nga komuniteti ndaj kthimit t\u00eb personave t\u00eb zhvendosur dhe refugjat\u00ebve serb\u00eb, p\u00ebrkund\u00ebr zotimeve financiare t\u00eb qeveris\u00eb s\u00eb Kosov\u00ebs.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Menaxhimi i monumenteve <a href=\"https:\/\/www.dw.com\/sq\/mospajtime-mes-qeveris%C3%AB-e-manastirit-t%C3%AB-de%C3%A7anit-p%C3%ABr-nj%C3%AB-rrug%C3%AB\/a-43959655\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">fetare<\/span><\/a> dhe monumenteve t\u00eb tjera kulturore, si dhe ato t\u00eb <a href=\"https:\/\/www.dw.com\/sq\/pa-ujmanin-gazivod%C3%ABn-ndalet-ekonomia-e-kosov%C3%ABs\/a-45487562\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">resurseve natyrore<\/span><\/a> ka qen\u00eb \u00e7\u00ebshtje shum\u00eb kund\u00ebrth\u00ebnse q\u00eb ka ushqyer politikat e ndarjes etnike.<\/p>\n\n\n\n<p>Nj\u00eb Asociacion i Komunave me Shumic\u00eb Serbe me kompetenca t\u00eb harmonizimit t\u00eb masave t\u00eb planifikimit rural dhe urban p\u00ebrgjat\u00eb zonave me shumic\u00eb serbe vetem sa do t\u00eb avanconte politikat ekzistuese diskriminuese dhe ndarjen etnike gjeografike duke siguruar nj\u00eb politik\u00eb uniforme p\u00ebrgjat\u00eb zonave me shumic\u00eb serbe. Kjo do ta pengonte qeverin\u00eb e Kosov\u00ebs t\u00eb p\u00ebrmbush\u00eb obligimet e saj t\u00eb sigurimit t\u00eb mund\u00ebsive t\u00eb barabarta p\u00ebr t\u00eb kthyerit dhe qytetar\u00ebt e tjer\u00eb, pavar\u00ebsisht p\u00ebrkat\u00ebsis\u00eb etnike.&nbsp;<\/p>\n\n\n\n<p>Tutje, kjo do t&#8217;i mbante serb\u00ebt e Kosov\u00ebs gjeografikisht t\u00eb izoluar dhe larg nga qasja n\u00eb shanset dhe mund\u00ebsit\u00eb p\u00ebr t\u00eb g\u00ebzuar t\u00eb drejtat e tyre n\u00eb komunat e tjera dhe p\u00ebr t\u00eb zhvilluar marr\u00ebdh\u00ebnie etnike.&nbsp;<\/p>\n\n\n\n<p><strong>Zhvillimi ekonomik mbi parimet e diskriminimit<\/strong><\/p>\n\n\n\n<p>P\u00ebrgjegj\u00ebsia e Kosov\u00ebs p\u00ebr t\u00eb siguruar investime ekonomike q\u00eb p\u00ebrmir\u00ebsojn\u00eb jet\u00ebn e qytetar\u00ebve t\u00eb saj nuk kufizohet brenda p\u00ebrkat\u00ebsis\u00eb etnike. Duke i dh\u00ebn\u00eb Asociacionit t\u00eb Komunave me Shumic\u00eb Serbe kontroll t\u00eb plot\u00eb mbi ekonomin\u00eb, qeveris\u00eb s\u00eb Kosov\u00ebs do t&#8217;i pamund\u00ebsoheshin gjasat praktike p\u00ebr investime t\u00eb barabarta apo zhvillim ekonomik, nd\u00ebrsa obligimet pozitive t\u00eb shtetit nuk do t\u00eb pushonin.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Duke i dh\u00ebn\u00eb autorizim p\u00ebr shfryt\u00ebzimin e resurseve natyrore dhe resurseve t\u00eb tjera publike n\u00eb dobi t\u00eb nj\u00eb etnie t\u00eb caktuar, shteti do t\u00eb b\u00ebhej pjes\u00ebmarr\u00ebs i diskriminimit etnik. Pagesa e faturave t\u00eb rrym\u00ebs elektrike t\u00eb serb\u00ebve nga qytetar\u00ebt e Kosov\u00ebs p\u00ebr shkak t\u00eb refuzimit t\u00eb tyre t\u00eb vazhduesh\u00ebm p\u00ebr t\u00eb p\u00ebrmbushur obligimet e tyre p\u00ebr sh\u00ebrbimet e marra nga institucionet e Kosov\u00ebs \u00ebsht\u00eb shembulli m\u00eb i mir\u00eb p\u00ebr k\u00ebt\u00eb.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Kjo <a href=\"https:\/\/betimiperdrejtesi.com\/qelaj-per-pagesen-e-rrymes-per-serbet-ne-komunat-veriore-duhet-me-be-zgjidhje-qe-ata-qytetare-me-u-trajtu-njejte-si-pjesa-tjeter-si-ne-te-drejta-si-ne-obligime-qytetare\/\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">praktik\u00eb diskriminuese<\/span><\/a> ka vazhduar me vite me radh\u00eb p\u00ebrmes politikave t\u00eb miratuara nga Zyra e Rregullatorit t\u00eb Energjis\u00eb e cila ka k\u00ebrkuar q\u00eb kostoja e ofrimit t\u00eb rrym\u00ebs elektrike p\u00ebr serb\u00ebt n\u00eb komunat veriore t&#8217;u faturohej qytetar\u00ebve t\u00eb tjer\u00eb.&nbsp; Pasi nj\u00eb vendim i Gjykat\u00ebs s\u00eb Apelit i vitit 2017 e shpalli k\u00ebt\u00eb prakik\u00eb ilegale, qeveria e Kosovues <a href=\"https:\/\/balkaninsight.com\/2018\/03\/06\/government-pays-a-million-euro-for-electricity-bills-in-northern-kosovo-03-06-2018\/\"><span style=\"color:#13c1cb\" class=\"has-inline-color\">mori p\u00ebrsip\u00ebr<\/span><\/a> p\u00ebrgjegj\u00ebsin\u00eb p\u00ebr t\u00eb marr\u00eb p\u00ebrsip\u00ebr k\u00ebt\u00eb fatur\u00eb, nd\u00ebrsa zgjidhja afatgjat\u00eb \u2013 ende e pakapshme \u2013 vazhdon t\u00eb k\u00ebrkohet. Megjithat\u00eb, kjo nuk e zhb\u00ebri natyr\u00ebn diskriminuese t\u00eb k\u00ebsaj praktike, duke qen\u00eb se qytetar\u00ebt serb\u00eb n\u00eb veri t\u00eb vendit nuk paguajn\u00eb taksa dhe qytetar\u00ebt e tjer\u00eb vazhdojn\u00eb t\u00eb ngarkohen me kostot.<\/p>\n\n\n\n<p>P\u00ebrmbushja dhe avancimi i t\u00eb drejtave t\u00eb nj\u00eb komuniteti etnik nuk mund t\u00eb b\u00ebhet n\u00eb kurriz t\u00eb shkeljes s\u00eb t\u00eb drejtave t\u00eb komunitetit tjet\u00ebr apo qytetar\u00ebve q\u00eb respektojn\u00eb ligjit, pavar\u00ebsisht p\u00ebrkat\u00ebsis\u00eb etnike, q\u00eb jetojn\u00eb n\u00eb pjes\u00ebn tjet\u00ebr t\u00eb vendit.<\/p>\n\n\n\n<p>Pavar\u00ebsisht korniz\u00ebs s\u00eb avancuar ligjore dhe institucionale t\u00eb Kosov\u00ebs q\u00eb i garanton t\u00eb drejta komunitetit serbe, qeveria serbe ka k\u00ebmb\u00ebngulur p\u00ebr Asociacionin e Komunave me Shumic\u00eb Serbe gjat\u00eb dialogut t\u00eb leht\u00ebsuar nga BE-ja vet\u00ebm si mjet p\u00ebr t\u00eb siguruar kontrollin e saj territorial dhe p\u00ebr t\u00eb kund\u00ebrshtuar funksionalitetin e shtetit t\u00eb Kosov\u00ebs p\u00ebrmes ndarjes etnike, dhe jo si platform\u00eb q\u00eb synon t\u00eb p\u00ebrfaq\u00ebsoj\u00eb interesa t\u00eb mir\u00ebfillt\u00eb t\u00eb serb\u00ebve t\u00eb Kosov\u00ebs.&nbsp;<\/p>\n\n\n\n<p>Nd\u00ebrsa synimet e qeveris\u00eb serbe mund t\u00eb mos jen\u00eb eksplicite, thirrja n\u00eb t\u00eb drejtat e pakicave \u00ebsht\u00eb lajthitje.
