Pa asnj\u00eb dyshim \u00ebsht\u00eb e qart\u00eb se kriza e shkaktuar nga pandemia ndryshoi bot\u00ebn, preku shum\u00eb prej nesh, por edhe formoi nj\u00eb ushtri t\u00eb atyre q\u00eb ende dyshojn\u00eb n\u00eb ekzistenc\u00ebn e virusit. P\u00ebr m\u00eb tep\u00ebr, qeverit\u00eb n\u00eb mbar\u00eb bot\u00ebn kan\u00eb reaguar ndryshe ndaj shp\u00ebrthimit t\u00eb virusit, duke miratuar paketa masash p\u00ebr t\u00eb parandaluar p\u00ebrhapjen e virusit, q\u00eb t\u00eb ruajn\u00eb sh\u00ebndetin e t\u00eb gjith\u00eb qytetar\u00ebve n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb. P\u00ebrkund\u00ebr rrethanave kaq komplekse n\u00eb t\u00eb cilat gjendemi aktualisht, ende nuk i kemi harruar dhe nuk duhet t&#8217;i harrojm\u00eb \u00e7\u00ebshtjet e shumta q\u00eb kan\u00eb r\u00ebnduar hap\u00ebsirat e Ballkanit Per\u00ebndimor p\u00ebr dekada, n\u00eb t\u00eb cilat shoq\u00ebria jon\u00eb, p\u00ebr fat t\u00eb keq, nuk b\u00ebn p\u00ebrjashtim.<\/p>\n\n\n\n<p>\u00c7&#8217;\u00ebsht\u00eb e v\u00ebrteta, n\u00eb 20 vitet e kaluara jan\u00eb b\u00ebr\u00eb p\u00ebrpjekje p\u00ebr t\u00eb nd\u00ebrtuar kapacitete demokratike t\u00eb nj\u00eb shoq\u00ebrie q\u00eb \u00ebsht\u00eb ende e ngarkuar me ndarjet pas konfliktit, me ekonomi t\u00eb dob\u00ebt por edhe me munges\u00eb shum\u00eb t\u00eb theksuar t\u00eb vullnetit politik dhe angazhim t\u00eb pamjaftuesh\u00ebm t\u00eb aktor\u00ebve t\u00eb ndrysh\u00ebm politik\u00eb dhe autoriteteve q\u00eb t\u00eb merren me t\u00eb kaluar\u00ebn, e cila do t\u00eb krijonte predispozita themelore p\u00ebr procesin thelb\u00ebsor t\u00eb pajtimit t\u00eb shum\u00ebpritur t\u00eb serb\u00ebve dhe shqiptar\u00ebve. Nj\u00ebzet vjet pas p\u00ebrfundimit t\u00eb konfliktit n\u00eb Kosov\u00eb do t\u00eb ishte pritur q\u00eb t\u00eb jemi pjekur si shoq\u00ebri p\u00ebr t&#8217;u p\u00ebrballur me t\u00eb gjitha \u00e7\u00ebshtjet q\u00eb prekin komunitetet tona dhe t\u00eb kemi forc\u00eb dhe durim t\u00eb mjaftuesh\u00ebm p\u00ebr t\u00eb kap\u00ebrcyer sfidat e shumta t\u00eb cilave shoq\u00ebria jon\u00eb u ekspozohet sot. Gjithashtu jam i vet\u00ebdijsh\u00ebm p\u00ebr faktin se pa mb\u00ebshtetjen e konsiderueshme t\u00eb t\u00eb gjith\u00ebve, kryesisht bart\u00ebsve t\u00eb politikave zyrtare, shoq\u00ebris\u00eb civile dhe mediave, por edhe me mb\u00ebshtetjen e fort\u00eb t\u00eb bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare, ne nuk mund t\u00eb arrijm\u00eb q\u00ebllimin p\u00ebrfundimtar \u2013 i cili \u00ebsht\u00eb pajtimi i p\u00ebrhersh\u00ebm dhe normalizimi i plot\u00eb i marr\u00ebdh\u00ebnieve t\u00eb t\u00eb gjitha komuniteteve q\u00eb sot ndajn\u00eb nj\u00eb hap\u00ebsir\u00eb t\u00eb p\u00ebrbashk\u00ebt.<\/p>\n\n\n\n<p>Por, vihet re se kjo tem\u00eb aktualisht nuk \u00ebsht\u00eb n\u00eb krye t\u00eb list\u00ebs s\u00eb prioriteteve n\u00eb agjendat politike dhe se nuk ka model t\u00eb p\u00ebrshtatsh\u00ebm universal q\u00eb do t&#8217;u p\u00ebrgjigjej nevojave t\u00eb shoq\u00ebris\u00eb son\u00eb p\u00ebr pajtim t\u00eb q\u00ebndruesh\u00ebm dhe normalizim t\u00eb plot\u00eb t\u00eb marr\u00ebdh\u00ebnieve t\u00eb nd\u00ebrsjella.<\/p>\n\n\n\n<p>Andaj, jam m\u00eb se i bindur se, p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb mb\u00ebshtetjes s\u00eb vazhdueshme t\u00eb elitave politike, shoq\u00ebria civile \u00ebsht\u00eb faktor ky\u00e7 q\u00eb mund t\u00eb ndihmoj\u00eb n\u00eb k\u00ebt\u00eb proces, duke marr\u00eb nj\u00eb pjes\u00eb t\u00eb p\u00ebrgjegj\u00ebsis\u00eb n\u00eb p\u00ebrpjekje p\u00ebr t\u00eb arritur n\u00eb t\u00eb v\u00ebrtet\u00eb pajtimin e v\u00ebrtet\u00eb. N\u00eb fakt, nd\u00ebrtimi i potencialit demokratik t\u00eb nj\u00eb shoq\u00ebrie, q\u00eb do t\u00eb zhvilloj\u00eb vet\u00ebdije t\u00eb fort\u00eb p\u00ebr nevojat reale t\u00eb nj\u00eb shoq\u00ebrie dhe do t\u00eb p\u00ebrpiqet t\u00eb zhvilloj\u00eb shkall\u00eb t\u00eb lart\u00eb t\u00eb ndjeshm\u00ebris\u00eb ndaj komunitetit tjet\u00ebr, gjithsesi duhet t\u00eb jet\u00eb prioritet i nj\u00eb shoq\u00ebrie civile t\u00eb fort\u00eb.<\/p>\n\n\n\n<p><strong>\u00c7\u00ebshtjet e nxehta q\u00eb k\u00ebrkojn\u00eb p\u00ebrgjigje<\/strong><\/p>\n\n\n\n<p>Megjithat\u00eb, sot m\u00eb shum\u00eb se kurr\u00eb dhe me shum\u00eb t\u00eb drejt\u00eb, do t\u00eb thosha, dalin n\u00eb pah edhe disa pyetje:<\/p>\n\n\n\n<ul><li>A kemi b\u00ebr\u00eb sa duhet si shoq\u00ebri n\u00eb procesin e pajtimit, n\u00eb radh\u00eb t\u00eb par\u00eb, nd\u00ebrmjet serb\u00ebve dhe shqiptar\u00ebve, por edhe nd\u00ebrmjet komuniteteve t\u00eb tjera n\u00eb Kosov\u00eb?<\/li><li>A kemi b\u00ebr\u00eb p\u00ebrpjekje t\u00eb mjaftueshme dhe n\u00eb \u00e7&#8217;mas\u00eb kemi qen\u00eb n\u00eb gjendje t\u00eb nxisim dhe t\u00eb p\u00ebrfshijm\u00eb t\u00eb gjith\u00eb aktor\u00ebt relevant\u00eb n\u00eb k\u00ebt\u00eb proces?<\/li><li>A mund ta b\u00ebjm\u00eb k\u00ebt\u00eb vet\u00ebm dhe n\u00eb \u00e7&#8217;mas\u00eb mund t\u00eb presim mb\u00ebshtetjen e p\u00ebrfaq\u00ebsuesve aktual\u00eb politik\u00eb, por edhe pse \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb niset nj\u00eb dialog i hapur dhe t\u00eb p\u00ebrballemi me t\u00eb kaluar\u00ebn?<\/li><li>A duhet t\u00eb presim nj\u00eb koh\u00eb m\u00eb t\u00eb mir\u00eb dhe a mund ta b\u00ebj\u00eb k\u00ebt\u00eb dikush tjet\u00ebr p\u00ebr ne, dikush nga anash? P\u00ebr ne q\u00eb jetojm\u00eb k\u00ebtu?<\/li><\/ul>\n\n\n\n<p>K\u00ebsaj radhe, do t\u00eb na duhet t\u00eb k\u00ebrkojm\u00eb p\u00ebrgjigje brenda komuniteteve tona, sepse k\u00ebto jan\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb pyetje p\u00ebr t\u00eb cilat askush, p\u00ebrve\u00e7 nesh, nuk mund t\u00eb jap\u00eb p\u00ebrgjigje t\u00eb vlefshme. P\u00ebr di\u00e7ka t\u00eb till\u00eb, ne kemi nevoj\u00eb p\u00ebr disa parakushte duke u bazuar, pasa s\u00eb gjithash, n\u00eb nj\u00eb qasje t\u00eb sinqert\u00eb ndaj nj\u00ebri-tjetrit. Nevoja e till\u00eb buron nga fakti se, p\u00ebrkund\u00ebr pothuajse t\u00eb nj\u00ebjtave sfida q\u00eb prekin n\u00eb mas\u00eb t\u00eb madhe t\u00eb gjitha komunitetet, ato shpesh shihen si sfida p\u00ebr nj\u00ebrin apo tjetrin komunitet.<\/p>\n\n\n\n<p><strong>Pajtimi q\u00eb buron nga komuniteti &#8211; Rruga p\u00ebrpara<\/strong><\/p>\n\n\n\n<p>Pik\u00ebrisht p\u00ebr shkak t\u00eb krejt asaj q\u00eb u tha m\u00eb sip\u00ebr, un\u00eb do t\u00eb guxoj t\u2019u p\u00ebrgjigjem disa prej pyetjeve t\u00eb shtruara. S\u00eb pari, kur flasim p\u00ebr ballafaqimin me t\u00eb kaluar\u00ebn dhe pajtimin si proces, mendoj se, p\u00ebrkund\u00ebr nj\u00ebfar\u00eb progresi, nuk kemi p\u00ebrparuar mjaftuesh\u00ebm n\u00eb at\u00eb drejtim. N\u00eb mas\u00eb t\u00eb madhe, p\u00ebrshtypja ime personale \u00ebsht\u00eb se shum\u00eb m\u00eb shum\u00eb mund dhe duhej t\u00eb ishte b\u00ebr\u00eb, ve\u00e7an\u00ebrisht duke pasur parasysh faktin se n\u00eb dy dekadat e fundit \u00ebsht\u00eb nd\u00ebrtuar nj\u00eb shoq\u00ebri e fort\u00eb civile si mb\u00ebshtetje e fort\u00eb p\u00ebr at\u00eb proces. Por, e nj\u00ebjta gj\u00eb nuk mund t\u00eb thuhet p\u00ebr ekzistenc\u00ebn e vullnetit politik. P\u00ebr k\u00ebt\u00eb arsye, besoj se humbi mund\u00ebsia p\u00ebr t\u00eb filluar nj\u00eb dialog m\u00eb t\u00eb gjer\u00eb shoq\u00ebror dhe shum\u00ebshtresor; n\u00eb vend t\u00eb tij, pat\u00ebm nj\u00eb dialog jokonsistent nd\u00ebretnik t\u00eb nj\u00eb karakteri t\u00eb fragmentuar, i cili kryesisht zhvillohet n\u00eb nivel projektesh tdhe p\u00ebrfshin vet\u00ebm nj\u00eb pjes\u00eb t\u00eb komuniteteve lokale. P\u00ebrve\u00e7 k\u00ebsaj, \u00ebsht\u00eb qen\u00ebsore t\u00eb sigurohet mb\u00ebshtetja e qart\u00eb e aktor\u00ebve kryesor\u00eb politik\u00eb dhe bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare, duke krijuar k\u00ebshtu nj\u00eb shtys\u00eb t\u00eb fort\u00eb p\u00ebr nisjen e nj\u00eb dialogu t\u00eb vazhduesh\u00ebm nd\u00ebretnik brenda Kosov\u00ebs. <\/p>\n\n\n\n<p>Kjo qasje do t\u00eb krijonte parakushte p\u00ebr normalizimin e ardhsh\u00ebm t\u00eb marr\u00ebdh\u00ebnieve midis komuniteteve, por edhe do t\u00eb d\u00ebrgonte sinjal t\u00eb qart\u00eb t\u00eb angazhimit t\u00eb q\u00ebndruesh\u00ebm se pajtimi mund dhe duhet t\u00eb ndodh\u00eb vet\u00ebm p\u00ebrmes nj\u00eb forme t\u00eb dialogut t\u00eb drejtp\u00ebrdrejt\u00eb, duke u bazuar n\u00eb toleranc\u00eb dhe respekt t\u00eb nd\u00ebrsjell\u00eb. Gjithashtu, nj\u00eb form\u00eb e till\u00eb e dialogut do t\u00eb synonte t\u00eb zgjeronte dhe thellonte hap\u00ebsir\u00ebn p\u00ebr dialog konstruktiv mes shtresave t\u00eb ndryshme shoq\u00ebrore, n\u00eb t\u00eb cilin shoq\u00ebria civile duhet t\u00eb luaj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm dhe si i till\u00eb, dialogu mund t\u00eb sh\u00ebrbej\u00eb si shembull i shk\u00eblqyesh\u00ebm p\u00ebr elitat politike n\u00eb t\u00eb dy an\u00ebt. Jemi d\u00ebshmitar\u00eb t\u00eb p\u00ebrpjekjeve dhe angazhimit t\u00eb t\u00eb gjith\u00eb aktor\u00ebve relevant\u00eb nd\u00ebrkomb\u00ebtar\u00eb p\u00ebr t\u00eb ofruar mb\u00ebshtetje p\u00ebr arritjen e nj\u00eb marr\u00ebveshjeje gjith\u00ebp\u00ebrfshir\u00ebse n\u00eb nivel t\u00eb lart\u00eb politik, por gjithashtu kam frik\u00eb se, duke humbur mund\u00ebsin\u00eb p\u00ebr t\u00eb p\u00ebrfshir\u00eb komunitetet lokale brenda Kosov\u00ebs n\u00eb procesin e dialogut nd\u00ebretnik, po e anashkalojm\u00eb thelbin e pajtimit dhe normalizimit t\u00eb marr\u00ebdh\u00ebnieve t\u00eb ardhshme nd\u00ebrmjet serb\u00ebve dhe shqiptar\u00ebve brenda dhe jasht\u00eb Kosov\u00ebs. <\/p>\n\n\n\n<p>Sot, t\u00eb kesh forc\u00ebn, vullnetin dhe mund\u00ebsin\u00eb p\u00ebr t\u00eb folur p\u00ebr t\u00eb kaluar\u00ebn n\u00eb k\u00ebrkim t\u00eb s\u00eb v\u00ebrtet\u00ebs dhe pajtimit t\u00eb v\u00ebrtet\u00eb, \u00ebsht\u00eb thelb\u00ebsore p\u00ebr t\u00eb ardhmen e t\u00eb gjith\u00eb neve q\u00eb jetojm\u00eb k\u00ebtu. Jam mjaft i sigurt\u00eb se p\u00ebrmir\u00ebsimi i cil\u00ebsis\u00eb s\u00eb jet\u00ebs, t\u00eb drejtat e barabarta dhe respektimi i t\u00eb gjitha komuniteteve, arsimi cil\u00ebsor, \u00ebsht\u00eb po aq i r\u00ebnd\u00ebsish\u00ebm p\u00ebr t\u00eb gjitha komunitetet etnike n\u00eb Kosov\u00eb sot, por mbi t\u00eb gjitha, kjo vlen edhe p\u00ebr pajtimin e v\u00ebrtet\u00eb, i cili, si shum\u00eb temat e tjera, nuk duhet t\u00eb ken\u00eb em\u00ebrues politik por em\u00ebrues t\u00eb p\u00ebrbashk\u00ebt &#8211; e ardhmja e t\u00eb gjith\u00eb neve brenda dhe jo jasht\u00eb Kosov\u00ebs.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-text-align-center\"><span style=\"color:#13c1cb\" class=\"has-inline-color\"><em>\u201cKy artikull \u00ebsht\u00eb mund\u00ebsuar me mb\u00ebshtetjen e YIHR KS si partner implementues i Agjencis\u00eb s\u00eb Shteteve t\u00eb Bashkuara p\u00ebr Zhvillim Nd\u00ebrkomb\u00ebtar (USAID).
